A Carroll County favorite and has been voted Carroll’s Best year after year in a number of categories including Best Fried Chicken and Best Family Restaurant. The restaurant is also known as Bullock’s Beef House because of having its own butcher shop on premise. The restaurant is famous for serving locally grown beef in a buffet style setting and is open for lunch and dinner 7 days a week. The cafeteria style restaurant means fast service since you place your order with the cashier, get your drink and order number and then choose a booth or table in our dining room.
When your food is ready your number is called and you pick up your food because there is no wait staff. Bullock’s also includes an all you can eat salad bar with dinners featuring homemade soups. Kids and adults enjoy watching our train display as you eat.

Customers from all over Carroll County also visit Bullocks for their carryout service, deli, bakery, ice cream. All of these are located on the restaurant side. The full menu is available for carryout, at the deli you can pick up sliced meats, cheeses and homemade salads, the bakery has a tremendous selection of fresh baked breads, pies, cakes and other desserts while the ice cream counter serves hand scooped ice cream in all your favorite flavors.
The Bullock Tradition
Bullock quality meat tradition began in 1937 when G. Winston Bullock opened an abattoir and market in Smallwood, just outside Westminster MD. We continue to stress quality before quantity – paying particular attention to the marbleization essential to tender, tasty meat.

In 1962 the present meat store was constructed and was a Carroll County hit.
In 1969 Winston Bullock knows as PAP Bullock wanted to try and sell more product. His answer was to sell cooked food. The first meals were hamburgers, roast beef sandwiches, and hot roast beef and gravy. This went over so well that in 1972, a section was added on to the meat store, booths were installed, and the restaurant was officially opened.
As business grew, people coming from Baltimore to eat and buy meat, the restaurant needed to expand. In 1980 the present restaurant was opened.
